Not being able to determine if the statement is from a creditable source is definitely an issue. Garnett, I think most of the participants in this forum would agree with your thoughts. It is hard to understand how a student raised in the US would not know about the requirement to register; however, if you collect documentation that supports their failure to not willfully and knowingly fail to register you should be able to clear the C-Code. Jeffery, This can be a tricky situation; however, I have found speaking with the third party to be beneficial in resolving their concerns. There are times that a third party does not want to assist and that normally means that you are not reaching the entire story from the student.
