I am a nursing instructor in an accelerated RN program. I've always had more than enough content to fill my class time.
Whenever possible it is good to have activities to go along with the course content that is being presented. Not only does this help in terms of developing sufficient course content, but it also helps keep the students involved and drive home the concept.
After teaching the same class for a number of semesters you do get a feel for the 'right amount' of content you can cover with each class. Some variety seems to make the class more interested. I always break the class up into 10-20 minute intervals and try to use some lecture, then question the class about the content and let them access what the rest of the class knows or remembers about the lesson. You can tell the ones who get it and the ones who are lost. It's always good to reassure the ones who are lost they are not alone.
The answer to this in my opinion is a lot simpler than it appears. Just over prepare and always incorporate personal life experience into the lecture. This is especially true for psychologist who teach intro. level psychology courses. Students really enjoy the anecdotal stories of private practice.
Pretesting knowledge; using the institutional syllabus; concentrating on the best lessons for the knowledge levels of the students; reviewing journals of what worked well in past classes; setting time limits for certain topics and developing materials and methods around the time limitations, but also being flexible when time limits need to change. When there is too much information, highlight the important points, and allow for a more limited discussion of the details.
Usually, I prepare course content on a weekly fashion. I determine how much material should be covered each week and balance that information with the total course content. This strategy allow me to be prepared for changes that may need to be implemented, and also gives me a fast feedback on how the students respond to factors such as, teaching techniques used, level of content, presentation of the material, etc. If changes or modifications need to be introduced they can be done in a smooth and progressive way.
Work with another teacher that has already taught the class to find out what has been effective for them.
I find this to be one of the biggest challenges in teaching a four hour general education course. Depending on the number of questions, interest and discussion the the time required to cover the material can vary significantly. I use in-class labs and presentations to fill the time. Students work in groups and do a group presentation that becomes their class participation grade for the day.

One technique that may also work well is to divide up the students into groups, and have each group research one section of the subject matter, then have each group present to the whole class.

Presenting clear learning objectives and presenting them at the beginning of each class. Always bring extra projects to class (case studies, cross-word puzzles that emphasize important concepts) so if the time runs short, you are prepared!
