Indeed, retention is a serious concern for instructors, and doing ANYTHING to improve it is beneficial to the organization. Pretest can be a great way to let the student now what they may need to do during the class to supplement their understanding for greater success and outcomes.

Unless your institution has pretty rigorous guidelines on this matter, I think most places give instructors a lot of latitude to teach the course in the manner they see fit, so long as the outcomes are bing achieved.

Pretesting can be accomplished in a non-threatening manner with adult learners if it positioned as an assessment tool. Many students will appreciate knowing content areas on which they need to focus. Often I will pretest them verbally before performing a procedure so the correct sequences can be reinforced. Afterward they describe what they did well & where they need to strengthen their performance. Many times the students' self evaluation is insightful & thorough. It offers me the opportunity to add/build on their self identified needs.
Although, I do not set crieteria for placement in the program for which i am an Instructor, I believe, some of the learning obsticles tha sometimes do become challanges, to placing students on "at risk", status, could be better overcome, if "pre-tests, and prerequsites" were either implamented, or more strictly adheared to.

A pretest helps me determine the skill levels of the students. I use them in discussion form and sometimes written. Both are very valuable in helping me plan the class content and at what point do I need to start them. How challenging the course will be is also often set after the pretest.
A pretest also helps during times of curriculm changes in prior classes. Change happens fast in my situation so I need to determine what has been taught and what the student is weak at. Knowing these things are important in keeping students focused.
I plan to start using pretests so I will have a starting point with my students and will know what they need a "refresher on" before I begin!
