i never thought about using pre testing to develop a lesson plan. interestingly enough i feel that would make every lesson brand new...maybe a more progressive way of approaching things.

I agree. Diagnostic assessments can be used to determine appropriate assignments/activities for the students in the course. In my opinion, it is best to "generically" name assignments within the topical outline (of the syllabus), in order to easily make revisions.
