Managing students

I have seen in the classroom what I have seen in the workplace. The person or persons trying to focus on one thing and not willing to move on to the next thing before the other is completed. How do I handle this situation. I need to move on but do not want to come across as not understanding there frustrations.

As I not sure of your subject area I'm not sure if this strategy will work but I use it in my lab to keep the students focused and moving forward. I give them a check list of procedures they are to follow and complete. This way they do not randomly work on things but move forward in steps. If a student is not doing well at a certain step I then ask another student who has completed the task to help that student or if I am available I give assistance. At the end of the lab period they have a completed list of accomplished tasks. These tasks are based upon the competencies for the course and the skill area.
