Well prepared Syllabus
I think it is important for the college and or university to set standards when it comes to syllabi. It is important to be consistent thoughout a student's experience in college. It should be a well layed out guide and plan for studnets to prepare themselves for.
A well prepared syllabus is not only a benefit for the students but for the instructor as well!
A well-prepared syllabus helps to very clearly define your expectations for the course. The more information you include (in a clear manner) early on, the less the students are left wondering how they should conduct themselves and what they need to achieve. It gives the students a sense, whether they're aware of it or not, of security. If they follow guidelines a,b,c and d (for example), they can ensure their success. While it gives the instructor control, it also empowers the students to do what they need to in order to succeed.

Yes, a well prepared syllabus is beneficial to the students and the instructor. Clarity, specificity, and thematic unity are hallmarks of a syllabus that has been thought out reflectively, thoroughly, and creatively. A complete vision of a course that is conveyed like this becomes most appealing to students.
I agree with your statement, but I also think faculty should have the authority to implement the syllabus in a way that enhances his or her teaching style. For instance, I teach composition, which some believe is a class in which writing is a step-by-step process. If I were to teach each class only by following the numbered modules on the *official* college syllabus, I would kill all interest in writing! Thankfully I am able to write my own addendum in which I can define the course plan and teach the modules where they fit according to writing genre.
