Syllabus as a Learning Tool
It is of paramount importance to be sure my students understand the requirements and penalties associated with assignments, grading, policies and procedures.

I agree 100% it is very important.
I agree about the strict guidelines. As a new instructor, I've made my guidelines more general so that I have room to learn myself and make changes as needed so that the material is presented in the best way for my students. As I become more experienced, I imagine my guidelines will become more detailed, but for now, the general ones are working for me.
Providing the students with a well-organized, concise syllabus models quality written communication skills. It also reinforces time managment strategies.
This is true, but remember there will be some students who will go tooth and nail if you stray from the "guidelines" even a little bit. Everyone plans differently, you just have to take that into account is all.
John, you are absolutely correct. Students need to clearly understand course requirements as well as deadlines, and the syllabus is a perfect resource for them to refer back to as needed to refresh their memory.
