It's a good idea to make sure the learning objectives are fulfilled, while continuing to engage the learners on all levels.

yes, in the classroom the instructor has a strong influence over the learning that occurs.

I think the instructor needs to take a great deal of responsibility for how much and how well their students learn. I think it is rare but not impossible to encounter student(s) who do not want to learn and will not learn. Most of the time, the instructor can manipulate the environment to make it interesting and to promote learning.

i agree with you if they don,t want to learn it don't matter what you do

this is definitely true & we can only desire our students to learn so far & as you said, they must ultimately own it.

Well, if you didn't fulfill the objectives, then I guess the material was really not leaned, was it?
There still has to be the desire to learn materials however, regardless of what the instructor puts forth, if someone does not want to learn it, it's not going to happen.
