Your observation makes perfect sense and as you suggest it is a perfect time to engage students. My guess is that those students being engaged are those who don't participate in class discussions anyway. Good job!

It's important also to engage people after giving them eye contact. That way you are talking with them and not just talking at them.

Some students are shy & very quiet.
I feel that wen I give them more eye contact they open up much earlier in the course than a regular student that communicates well & is talkative.
