Monitoring
Monitoring is very very essntial to keep them engaged and force them to participate in discussion.
I must admit that at times I will use materials from a lecture on a quiz or exam that I know was missed by inattentive students. On a good day I will most likely say something about making sure thay remember this material because it will be seen again in the future, other days, I use the quiz or exam to make my point.
I agree, the student who is engaged, even if forced, is learning and you as an instuctor have the opportunity to gage wheather they are understanding the course material. If a student never participates you won't know if they need your help.
