Student needs
I think that this would apply to all schools. Students should be made to adhere to certain "cumbersome safety requirements" they will find the same regulations out in the field. Since these are no longer "new" they are easier to handle, or get accustomed to.
ALL students have needs and most of the time they are different daily
As instructors we have to also follow the safety procedures. I tell my students all the time that if I have to do it, they do also. I believe if they see us doing it, and it is something we make a priority, then they believe it is a priority. Some will always try to fight it, but eventually they give in also.

Since these students are studying for a job or profession, they need to practice what they need to know and do out in the field. That includes safety issues.
In the lab environment at our school, we require safety glasses to be worn at all times. The students are often resistant to this but Like you said, it is necessary training to get them used to normal safety practices in the workplace.
Safety needs can also be applied to any work setting.
