Joseph, peer leadership can be a great technique. Be careful not to allow the stronger students to take over however and ensure the so called weaker students get opportunities to also lead.

One technique I find that works well is pairing up students who have mastered a concept with ones who are struggling. If the students can engage and share the learning with each other, then the learning is actually present. Understanding is great, being able to relate the material or concept is better as a more solid understanding is cemented in place through the sharing of the learned information. I find once the students see they are helping each other more of them want to get involved in the process...hence, motivation for more successfull learning. Then all of a sudden the entire room is brighter as many collective light bulbs illuminate with knowledge.
This is intrinsic and extrinsic in nature.
