Online course evaluation should be an ongoing thing. Having Peers evaluate it is always beneficial.

I agree, course evaluations should be ongoing. The instructor may need to tweak the design and delivery of the course based on the students evolvement and needs. Reviewing the responses to questions to see the success rate of the question may indicate that the question should be re-written. Also, the course design may need to be modified based on the learning outcomes and learner's needs.
It should be ongoing and gainng feedback from peers and the students is necessary to ensure the course is received as intellectually stimulating, engaging and informative.
