I agree, it depends on the course and the students.
The 3 most important things to consider are:
1. Learning who my students are and what level they are in the program. I need to know this so that I will be able to give them the best learning outcome.
2. I have to consider what all of my students needs are and adjust to the different learning abilities.
3. I have to carefully consider my needs as an instructor to be the most effective.
The level of technical expectations the students must engage with to use the technical tools required.
The application of the learning objective content through the tool selected.
The communication skill of the student through the technologies selected.
The first thing to consider is: is the technology appropriate - meaning, does the technology fit the desired learning outcomes?
Second: is the technology accessable - meaning, is the technology something that the instructors and students will be able to use successfully?
Third: is the technology relevant - meaning, is the technology being used current and replicatable for the student body?
Student needs, tools that are accessible and what courses are being taught.
So, the tools should do these items? I guess I am not quite sure what your answers say regarding technology considerations. You may want to read the question again and reflect on that part of the unit.
Three important things to consider:
1.Communicate with the instructor and all group members to access resources. Ex: collaborate in projects.
2.Students will need guidance from there instructor when challenged with internet creativity projects. Ex: filtering information to ensure communication flows.
3.Students look to the instructor for informative feedback throughout the learning process. The will ease the student and build more meaningful purpose.

There are probably more than three things to consider but here are the firts three I consider important:
1. Computer literacy of the students --not only basuic knowledge but comprehension on how to manipulate, interpret and go about the use and implementation of a given instruction/assignment.
2. Technology tools--must meet the needs of the users. Updated and user friendly.
3. Materials that would be used by the learners in interpreting, solving, and applying the needed implementation should level the students comprehension in the area.
When using technology in a virtual learning environment, I feel the three most important things to consider are:
1. Does this technology fit with the subject matter?
2. Teaching the students proper language and to avoid "texting- style" language when communicating in forums and emails.
3. Is the classroom equiped to handle the use of the systems I will be using. ie. internet speed, projectors, sound system,etc.

1. That all those using the technology tools have the means/resources to access them.
2. That the administrator (i.e the instructor) understands how to manage it and that students understand how to navigate them.
3. The technology tools aim to achieve learning objectives/outcomes.
I think it would have to be the obvious: ensuring that everyone has access to the necessary resources that support such technology is important. It all sounds great in theory to have podcasts, blogs etc but isn't always practical if your learning environment or tools do not support it

I agree completely with your assesment of instructors who are not comfortable with the student's level of knowledge. It is also often the case that the student has more advanced technology in their own bedroom than the school can provide.
What should an instructor do in that case??? It is a question I have pondered for some time now.
