I think this is especially important when teaching a class that isn't immediately connected to a student's degree plan, such as a general education course in a career college program. I teach psychology for a culinary arts program, and I always encounter students who don't know why they would need a psychology course. I always try to connect lectures with every day examples to keep them engaged.

I like how you stated, "get the learner's attention immediately by clearly making the topic relevant to something important." I would go one step further and say make the topic relevant to something that will affect the student directly. For example, employee practices or expectations.
