The three items I believe that it is important to know is:
1. who is the audience
2.do you know the subject that you are teaching
3. are the directions clear for the everyone to understand what is needed for the course completion.
I think we have to consider that there are going to be any kind of target audience. If class size is small we can narrow it down, but we have to be prepared for anyone.
What do I want to emphasize in the course? How am I going to get major points across to the students.
How will I reinforce the learning material? What types of exercises would be beneficial and drive my key points home.

I believe the three most important things to consider are:
1. The objectives of the course. You must know what students are supposed to be able to do and demonstrate they have learned by the end of the course.
2. The delivery and assessment methods. Organizing the course is much easier when you know how to best deliver instruction and assess students.
3. Your student demographic. What prior knowledge do students have coming into the course? What are they hoping to gain out of the class?

I totally agree with you that the expected level should not be compromised but it needs to be reasonable yet challenging.
First I think you need to consider the desired outcomes and requirements of the school or accrediting agency. Does the content meet their expectations and what needs to be included?
Second, you need to understand the audience and their capability. Finally, I need to consider whether I have the content expertise to meet the requirements and the technical skills required to teach the course.

When creating an online course, these are the 3 most important things that enter into my development of the course:
1) Acknowledge student's level of knowledge in the subject prior to entering the course.
2) Determine the best content delivery system - some students do not have reliable internet and this becomes a problem if they are unable to gather the course objects - so I am always thinking in terms of multiple avenues.
3) Road map for consistent delivery!

I think that as an instructor you must consider your students and how you want them to understand and retain the information presented in the course. Each student has a different learning style therefore I think I would have to take that into consideration as well so that I try reach each student.
I would also want to consider the amount of information presented in the course and how it relates to the objectives of the course. Consistency in this respect allows the students to connect with the material presented and complete the assigned objectives.
I also think that it is important to consider the layout of the course. Easy navigation of the course will help my students be more active in learning the material presented.
