When coaching is needed or if coaching will be accepted by the individual? I think this is very difficult to know.

this is a good question. I would suggest that you build at least an initial relationship before trying to coach.

Can you begin to coach prior to establishing a relationship with a person. When people enter into this type of working relationship time is well spent understanding the person. Also both should agree on the final outcomes or expectations.

this can be a challenge. I think the more we get to know our direct reports, the more we should develop a feeling for when they are ready for a coaching conversation.
