Based on this statement,I ACTUALLY DID PRINT THESE GUIDELINES, WHICH WAS 43 PAGES LONG.
Is each school's Admissions Department preparing (ONE) Resource Notebook, with all pertinent inserts, or is it recommended that EACH REP does?

Yes, the rulese are much longer than the statutes. The rules administrate the statutes and give details of how the Commission operates. I would suggest that each rep have their own copy in order to make notes and highlight specific areas of interest.
