The credentialing service must be approved by NACES which is the association recognized by US DOE to review and determine their standards against American standards.

All Foreign Transcripts must be translated and evaluated by a credentialing service to determine the equivalency to US education standards, normally they would get a list from registrar with different locations that the institution recommends. Experience have nothing to do with transferability of credits.

Some schools have their registrar evaluate the transcripts as they are the gatekeeper for student records. Others have their Director of Education responsible for the task.

if the school has there own Education Department, Yes there in charge to evaluate the transcrips for the institution to determinate in what level is the prosper student.

That is definitely correct. We tend to recommend to our International students to either, complete their GED. Which is equivalent to a US High School Diploma. Or they can chose to have their diploma evaluated by a company such as:http://www.jsilny.com/

Your registrar is the holder of all records for your school. Making sure all foreign transcripts are reviewed by an approved credentialing agency and subsequently reviewed by the school is a best practice and very compliant.

My school Registrar provides me information for an approved agency that translates my foreign transcripts with out that they will not recognize the classes or credits.
