I depends on the program, but the institute should definitely test the academic level of a very prospect students another to avoid a total waist of time and money in whatever program they are enrolled in.

Yes, that is at a minimum due to the fact that the student has to be able to benefit from attending the course.

The individual school sets the admissions requirement which has to be, in turn, approved by the Commission for Independent Education. In setting an admissions requirement, it should be minimally a high school diploma or equivalent.
