Should the admissions team work only internally to recruit students or; should they make a appointments to visit prospects whenever possible?

I think that you make a really good point. Establishing a good relationship is very important.

I would agree in that people want to establish a relationship not just speaking with another rep, then another rep.
If you are talking about focusing some recruiters on phone work in the office and others on recruitment travel, we have decided that would not be the best fit for out department. Our recruiters do both processes and we find that helps keep them better connected to their prospective students and adds more variety to their job.

I am not sure what you mean by "visit prospects" in that are you implying outside events? Please explain.
