I really think it depends on your institution, location, and overall market that you're looking for. For example, I was a recruiter at a small division 2 school in Ohio for a year and we definitely had a nitche market that we went after. We primarily didn't do many radio/television ads but focused a great deal of our time to social media and our virtual admissions website.

Yes, but it is more than demographics. It can be the culture as well. Where they come from and where they want to go.

Those institutions that have a marketing department have resources above the school level. The individual school should have input as well as direction of the marketing efforts.

If your institution has a marketing department, it is best to let them handle the marketing material. Everything should be run through the compliance department for approval.

Statistically speaking, taking into consideration that the majority of potential post-secondary students are of a younger age and most unemployed surf the web looking for jobs and alternative career opportunities, I've found banner ads on websites that target your specific demographic to be very effective.
