No one should be in charge of collecting money, and recording its receipt. The Business Office and Financial Aid offices are separated just like the admissions has nothing to do with the testing department.

Yes I agree that separation of duties is important and I am glad this is a requirement. Three person being involved is even better.

Financial Aid and Admissions are two examples of ensuring separation of duties. Admission will not disburse payments and financial aid would not administer an entrance examination. Also admissions will ask for support from the Program Director when further explanation of a specific program is needed.

We use different departments and home office offices to ensure seperation of duties.

A smaller campus has to work the hardest at keeping clear lines of demarcation of duties. It is not unusual for someone at a smaller campus to wear "many hats" in trying to deliver good customer service and making sure that expectations are met. Knowing where the line is to not cross over takes training and cooperation.

Separate Financial Aid from disbursement area.

Our campus has a Financial Aid department and a Business office. These two departments are seperated. Our FA officers don't collect only the business office.

I agree, there is no internal control of the money if one person performs all the collecting and recording.

From a management perspective, I like and support the separation of duties. It provides integrity in the system and a great compliance tool.

The campus must maintain both a Financial Aid office to award and a business office to disperse funds. The same person or even related parties can not perform both of these functions.

I am glad that this was part of the coase. Our office has made proceedures that has keep everyone working effiecently since we need only be responsible for our part.
