Eligibility Criteria are requirements for admission that all incoming students are expected to meet.
Technical Standards are elements of performance that the students maybe required to meet or demonstrate in order to progress through, or graduate from a program of instruction.

You are right. The question is whether the technical standards will be used by the program to inform (which is good) or to try to restrict access (which is bad! GRIN).

I feel that these requirements are needed to help a student determine what they will need to be able to do in order to accomplish their goals in their chosen program of study, and to be successful in their subsequent career of choice.
