You are correct. Some colleges have hired individuals whose responsibility it is to call absent students or other students referred by faculty members.

Most career colleges I have worked with tend to leave that responsibility up to the individual instructors. Some require that contacts be logged in their student information system.

Just to jump in here; I know for a fact that some schools do call up their students to see how they are doing etc; I know someone who has exactly this job.
