If resources are limited, as in the comment about the copier, one has to be resourceful about access to technology and ressources that are available. Is the lab equipment working? Are there enough work stations for each student? And yes, a decent copier(s) is a must, especially if administration requires documentation for each student, rather than online materials in some cases.
