Bruce, You make an interesting comment regarding recruiting activities in certain facilities are prohibited to prevent the solicitation of recruitment for targeted groups that may be in need of basic services and therefore vulnerable and this would also prevent targeting certain income levels and races. While this may be a true statement it also may be unfounded. Cindy Bryant
