In what ways can group interaction compensate for a teacher's teaching style

When a student gets off to a bad start of the class or falls behind after a few weeks, what techniques are effective other than opening lines of communication? Most times people feel awkward about opening up to much and, as a teacher I don't want to push the issue if it is a personal matter.
What is some advice for helping students maintain focus when outside events prevent them from participating in the course as a whole?

How do you balance the personal human side with the authoritative educational leader of the class? It is important not to be seen as a "buddy" but being personable could lead to that scenario.

From what I've noticed is that older students tend to be more active in their learning by asking more questions that may or may not be on topic. How do you control this without getting off topic or making it seem like you don't care about their input?
How do you choose which material to focus on when you feel certain material is more important that other material when in reality it is all important because the material is inter-connected?
I teach a traditional class in a college that is geared to more hands on approaches toward tech and fashion. What are some ways I can get students more interested in a class that is very general a broad as far as content without having to dive too deep into the topics. The class is political science and to be honest, a class each term could be taught on each topic in poli sci.
On the first day of class, it is obvious who knows who based on who the students sit next to in class. How do you propose to use the influence that the "cliques" have on each other for good performance in the class?
Environment is important so what would be the best lighting for students to stay awake and be attentive in class?
