Steve, The transcripts that we receive should always be in a sealed envelope from the issuing institution. Upon opening the transcript it needs to be by a validating employee such as the registrar. We need to maintain the envelopes to show the validity of its submission. Transcripts that are issued to student or do not have a Signature will not be excepted. Patty Aronoff
