Creating an Evaluation System
Consistency is the most important component of any system of measure. Grading students is no exception. Without consistency, students are without a guidline to determine their progress in the course.

One way to facilitate more positive outcomes in the manner you describe might be to consider using a rubric system that spells out exactly what the student should be able to demonstrate on an examination.

Consistency within a specific class is especially important. What is stated at the beginning of class really needs to stay to the way it was portrayed to the class, otherwise there will those that may feel something unfair occured or some students received an advantage.

Consistency is the cornerstone of any grading system. Not only does it give students a guideline to determine their own growth but it also gives the instructor a guideline for their growth. By being consitent, we can identify our own shortcomings and strengths.
I agree, especially with things like rounding off and retake grades. We practice a passing score of 75% is the highest possible score for a retake. Then the student that scored a 74% and retakes has no advantage over the person who scored 75% on the first test. The risk of always taking the make-up outways the benefits of extra study time because there is no room for a poor performance on any assignment.
