I have found that many students benefit from "learning how to take tests." How to treat first impressions, how to search for what the question is realloy asking for, being aware of key the "comanment" words and how to find answers to other questions in questions.

Evaluations take all forms, and you are addressing one important one, that of testing. I believe there is information that is rote memory (recall-level), and more thinking (application/analysis) level questions. True learning would mean that a student could answer most any question the instructor puts out, provided it's based on the content that was covered and the student was adequately prepared. There are techniques and ways to approach answering questions, and again, I would suggest this falls into the critical thinking category of test taking.
