Each teacher has to decide what works for them and their classes. Some classes may not need as much time before hand.
However much time is defined, I can tell you the student who needs extra help will appreciate the time given and help offered by the teacher. Many teachers are on a very tight schedule. If they have to set up a lab with equipment, print rosters, organize their classroom (because the previous teacher left it a mess), extra time will be needed.

I don't think merely arriving an hour early is particularly effective. That seems like overkill. I arrive 15 minutes early and engage any willing participants, and ask them how the reading is coming along.

Early arrival by the teacher can surely help get things in order. Having everything already in place before class also allows you to visit or discuss the class material, or even just have a regular conversation with your students. This helps build positive relationships.
