I guess it depends on the situation whether to collect them or not. If the information can not be used to help a student cheat on an exam, it may benefit the student to allow them to walk away with that information.

I only use study guides in Pathology and they are counted as a homework assignment. It's not as easy as it sounds though. I have classroom rules the students sign-off on and one of them is time. In Pathology the start time for class is 8:30 a.m. I give them until 8:35 a.m. to have any assignments and homework and projects on my desk no later than that time. I don't even take attendance until then. If they want that 100%, then the work is turned in early or at least by 8:35 of the due date. They earn a 100% or a 0.
