I haven't heard anyone refer to it as an "emergency plan", but I think I understand what you are talking about. I have a plan on days I think the material might not take all class period, such as labs. A smaller class sometimes finishes quicker.

It is always good to have a back up lesson. Sometimes if you have a technology based class, and the technology fails while you are in class, you want to have a back up plan that you can teach to fill in the time. The students don't want to feel that it was a waste to go to class that day.
