Educational stakeholders could include everyone as education (or the lack thereof) effects all people. However, there is no greater impact than that of those who build higher educational programs and carry out its mission. The success of higher education institutions and its employees will forever be changed once adaptive learning is adopted. Traditional delivery methods will slowly fade to infiltrate the increased 'knowledge' of the computer systems that are increasingly advancing. The institutions must almost forget all that they have done in years past to fall in line with advanced technology systems and the digital workings of our world today.

Many people think that only students will be affected in an adaptive learning environment. But as you stated many more people will be affected.

I think many stakeholders will be affected. The faculty, advising, financial, and administrators. This system of learning is an out of the box style thinking. When something new is implemented, it takes time for that change to catch on. If the student body does not get as much training as possible into this format, many of them will leave for other more traditional ways that they are use to. No one likes change, so the organization needs to make the transition as smooth as possible, and the only way to do that is to educate everyone. This can be the greatest system in the world, but without students, none of the other stakeholders matter.
