Questions
Questions by both the teacher and the students are very good tools as they open up the communications to everyone.

I agree. I like to encourage students to think of questions, just as I tend to have questions prepared to ask in class.
One strategy I like to use is to have students write one or two discussion questions based on the homework in order to kick of a class discussion. Then, it is like the students are invested more fully in that discussion because it is based on their questions.
