The structure of the question is key based on learning style. Puzzles for logic learners, word puzzles for written learners, etc.
Good point. I like thinking of the way that I heard now-President Obama would use the Socratic method in his work as a law professor. He'd say, "Under what circumstances would having a quota of a certain minority group be hired instead of someone else?" This is more thought-provoking than, for example, "Are racial quotas justified?" Just like with professional polling, the question can determine the answer.
