Questioning?

Hi,
I learned that you should ask specific students specific questions that are open ended. Is this a good strategy?

Is it appropriate to ask questions to students who you feel are working on other items during lecture or are just not paying attention?

I find that asking a more simpler question that they can answer helps break the ice.
