Disagreement with previous test question

In the previous test, there was a question about True / False question that had the supposed answer to be : Always use more false questions. I find that irrelevant. I don't get it. Why?

Out of curiosity as it relates to Mr.Musal's question about the false questions, why the stement "...not more than 15% [false questions] ..." in the text?

Good question Mike! Data has shown that false statements discriminate better between high-ability and low-ability students. (Students tend to mark true more often than false when guessing blindly.)
