Deciding on the most effective test method is just as important to the instructor as it is for the student.

I believe that to be correct. I have created what I thought was easy 'fill-in' tests, gone over each answer before the students took the test, and received horrible results. Needless to say, I threw out that test and relieved the students by sayint it does not count. :)
