Allowing group members to grade each other
I have used this technique. Through my observations, a higher level of quality participation occurs. Group members are very cognizant of the peer review and strive to produce in timely and effective manners. The work product of the group is not completed by two or three students. The group members realize the accountability to the instructor and the group itself.
In group projects, I have the students evaluate each other using a likert scale that I assign points to each category. Also, I provide a written "Comments" section to provide an opportunity to discuss things that don't fit into a category. The comments (both positive and negative) are retained by me unless I see some glaring issue.

Great! But I have had this to backfire on me. I had a student who was very introverted and this caused that student to completely withdraw. How would you handle a situation like this?
