Giving a student a survey or skills test to asses their learning needs can help the instructor focus on the students needs. That would have to be incorporated into the lesson plan and the instructor would have to be careful not to spend to much time on any particular student.
When assessing student learning needs, I usually ask them about their backgrounds to get to learn who they are. I also like to do a small activity to gauge how they react to it and how they absorb the knowledge.

Utilizing a pretest is informative for both the students and the Instructor as to the expectations. I use pretest whenever possible and find that students are better prepared as a result.
You can use a pretest to determine the student's knowledge of a particular topic. Learning about each student's prior experiences can be helpful as it can help identify students who may have strengths or weaknesses in a variety of areas.

I do the same. pre-tests or quizes with no weight to them allow me to see if I am getting my point across or need to change my approch.
When starting a new class, I usually have what I call a meet and greet. This allows me to see and hear each student to know a little about them, it also allows me to know how strong there language is, from how they answer questions from me or other classmates. I always stress to the student to let them know that I am always available to speak with them on any issue. I also look at results from class work and exams. I teart each student individually when it comes to how I can best help.
