It is always a challenge to meet all a student's needs in this area.
IT is important that the university work with ESL students to assess their understanding of English, as readers, writers and speakers. If the ESL student doesn't have enough comprehension, the university should offer classes to assist the students, giving them strategies and knowledge to be successful.

I agree, many of our campuses have these resources & make sure you use them if they are available.

I do think that as teachers, eventhough this issue presents an additional challenge for ys, we need to step yp and address it.
Frankly, and this is not going to be popular, but I am there to teach my classes, law for paralegals which presents its own vocabulary problems and I am not there to teach English.
