I agree that a rough draft or some type of written assignment can be helpful to detect any language barriers or large spelling difficulties
Setting time aside and sit with the new students and have them read to you. This allows for us to hear them and to give them comfort about that we will be there for them to help them through.
Give student a nursery rhyme to read and have them explain it. I start with something very simple that some of them are suppose to be familiar with.
give a short reading assignment and then follow up with a quiz.
Assign A rough draft paper and look at all of the mistakes.
