Extra Reading
Having this unique group of students do extra reading assignments empowers them. I make them push themselves and the outcome has worked for me. Has anyone tried this?
I always advise students to read all material before we go over powerpoint for the next class discussion. And then read it again for clarity on any topics that they still may not understand after the powerpoint review over the current chapter.
I also think that it is important that students are reading, and dont think its a bad idea to give out extra reading sometimes to those that might need it. I too have found that internet reading assignments seem to work much better than those just out of textbooks.
Reading is always good. I find that assignments that require reading the Internet work well.

I'm not sure what you are asking? Is it prudent to encourage students to read? Yes, I do believe that it is. It's not a punishment but a way to improve skills and grow in self confidence.

If we can motivate students to read more is because your brain is like a muscle, the more you use it the better it gets.
