I have used the following technique in the past:
I pull students names from a deck of cards(with their names on it) and set it aside when they answer a question. When the deck is finished I shuffle the deck and start over ;)

I use the roster to call on students in the beginning, then, as I get to know them, I speak to them at breaks and before class. I also speak privately to those students who are enthusiastic to respond and I ask them to give the others opportunities as well.
