What is the best way to have students ask questions to not feel afraid of asking.

This is good advice. When you explain your expectations from the beginning, students are appreciative. Let them know that your class is interactive.

I let them know that the class is interactive from the beginning. I further demonstrate by the way I field questions.

Setting up a classroom climate that shows that answering is important and valued as a way of improving everyone's thinking is critical. Recognizing the effort of thinking and answering is valuable. If a student is recognized for that effort and not punished for an incorrect answer, a student will feel more comfortable answering.
