Testing Methods for Technical/Shop Classes

What assessment methods do you believe are most effective for evaluating "hands-on" technical skills? Does pen and paper-based testing offer significant value in this regard?

We have specific one on one competency exams on certain skills that are important for them to learn and be able to do in an idependent setting. they must also verbally walk me through what they are doing so I know that they can not only do the task but understand why certain aspects such as safety while doing that task is important. I will also ask them questions so that I can evaluate their level of understanding.

Observing the students conducting a "hands-on" procedure is effective. Add an oral test while they are in process adds to it. Paper and pen testing focuses on memory and recall of information.
