As I am reading all of the other comments on here I see that a lot of people keep commenting on the face to face value as being one of the most important components. I deffinately agree with that whole heartedly, because I, myself, flourish when I can engage with my teacher in a classroom setting. However, another important component is also the benefits that the students get with the internet resources. By having those available, it takes up less class time and in turn makes the face to face contact with the student and insturctor a lot easier and effective. Win win!
I know what you mean about non-reading students! In my college I can say the same. In dentistry, what I teach, is more hands on, therefore reading about the formation of anatomical placements are impossible, even if I did have that great reading student. Or even the infamous student who rarely shows up for class, they as well won't be left far behind everyone else.
I like the F2F. In reference to my classroom, I can record a filling procedure in a tooth with sound and color as I give directives of how to form certain anatomical features, then in class, not only have more time for the students to practice what they learned from the video, but this also leaves time for me to explain corrections of inefficient applications in their work. The lessons are not just proper implementation, but also how to correct problems. My class time doesn't allow for thorough explanations, this flip method is so very beneficial! The testing during the student's home viewing is not possible, but I do like the idea of notes and having class discussions on the more important aspects of the procedures demonstrated.

The F2F portion because it allows for hands-on application of components learned in the pre-recorded sessions and is where problem solving scenarios can be discussed amongst the students.
I would say the ability to complete assignments in class is going to be the most important to me. I feel that due to the fact that I teach technology classes, hands-on in person assistance of assignments will be the most beneficial way of learning for many of my students.
The face to face is like the lab component to the courses I instruct in at a post secondary program. The class portion is the theroy and lab portion puts it into action or hands on.It makes sense once they see what has been discussed in lecture.
I think professional development is the first most important. If the teachers are not properly trained to use the flipped class it will not help the students. So properly training the instructors is a must.
I do not believe that any singular one of the four is most important. I believe that all four components must be included in this classroom model in order for it to be properly carried out.
