Yes there are modules that need and cover more in depth questioning and direct question without a doubt aids in the student participation but also tells the educator how well the student is absorbing the material covered.

Having the students develop questions around the lesson then swapping amongst the group is an effective method toward encouraging participation. Someone else asks their question and the fear of questioning dissapears. We have used a method refered to as a snowball fight with great success. This also is a learning experience for the new instructor as they will develop an understanding of the questions students ask to improve on their questioning techniques.

ED 103 has a module that deals with questioning techniques, both from the way to ask questions through using questions as learning tools.
Direct questioning can greatly aid in student participation. One effective way is to break the students into learning groups and then pose questions to those groups. This allows everyone in the group to have input, and for the more shy students they are more comfortable speaking in a small group of 5-6 rather than a group of 24. Student panels are another way of posing questions and then getting collective responses.
